Planning Consultation – 12-16 High Street, Walton

21 December 2023: CNM Estates has updated its proposals to deliver serviced office spaces, serviced accommodation and two residential units at 12-16 High Street, Walton, as they continue their plans to reinvigorate the High Street and provide new jobs and benefits to the local economy. The previous planning application was rejected by Elmbridge Borough Council Planning in September 2023 on the grounds of ‘loss of residential’.

The developer (CNM) has consider all the feedback from the Planning meeting and has reduced the massing of the building to consider the needs to residents in both the Heart and The Walton Conservation area of Church Street and Bridge Street so that views and scale are reduced.

They have continued to enhance the seeding and greening of the site which will allow for biodiversity to thrive.

Parking and cycle storage provision is included, however this is no shortage of local parking available close by with both Drewitts Court and the Heart Shopping Centre having plenty excess spaces.

Urban Flow Consultants Lead ‘Future Vision’ Project

We are pleased to have selected Urban Flow Consultants to work with the BID to listen to the voices of our business members and look at how we can achieve long-term, goals to potentially change the street scape, traffic flow and opening hours of our main streets in the BID Zone – Bridge Street and The High Street.

Part of this project, is high-mast camera’s tracking pedestrians and traffic around the BID zone, and specifically Bridge Street and Walton High Street. One week’s data will be collated from 1st July between 7am – 10pm each day. This will give the consultants, The BID, local authorities and residents a clear idea of what an average week in Walton looks like. This data will be vital to underpin any proposed options for longer term vision of out town centre.

Public Consultation – 9a – 21 High Street, Walton

There has been a project going on for quite a while to update the retails units on the High Street – in scale and size – and add residential flats above and to the back. This project has gone through several versions to reach the current design and scale – 61 residential apartments to be known as The Hepworth Quarter

Walton BID responds to High Street Project 2023

We wish to confirm, that against what has been said on Walton High Street on the afternoon of Tuesday 4th April 2023 and other comments on social media threads that the changes to the High Street are NOT a Love Walton / Walton BID project.   This project is a Surrey County Council project.

As a resident and BID Manager I am upset about the loss of trees and the BID was always going to be part of the future of the High Street and input how implementation of suitable street furniture and greening go back into the High Street to meet the objectives of making the high street a nice place to be – see page 14 of the BID Business Plan – and mitigate the damage of the tree removal.

We can confirm this project is run by Surrey County Council and relates to the feasibility study in 2017 and subsequent report of February 2018.

The public consultation ran in the summer of 2022 this was after in late July 2022, Surrey County Council put consultation notices on various lamp posts along the High Street and the silver frames of the trees outside The Heart and Boots.  See the notice here. The Consultation opened on 19th August 2022. The consultation closed on 16 September 2022.  Walton BID did not engage in the consultation, because members of WoTTA (Walton on Thames Trading Alliance) the organisation from which the Walton BID was born, had previously been involved in meetings as part of the feasibility study of 2017 and input their ideas about the crossing facilities.

There was public awareness of the scheme, due to the County Councils statutory notice of Temporary Prohibition of Traffic Order, because the notice stated a closure period of up to 18 months.

This was reported by The Walton Society (1) Statement 30th July 2022, (2) Statement 3rd August 2022.  The first one made quite a stir on local social media pages, including the very popular Walton-on-Thames and Hersham group.

The reason for sharing all of this is (a) to show it is NOT a Love Walton project, (b) to show that there was a public consultation by SCC, (c) the fact it was raised by the Walton Society meant many individuals would have been available to comment in the consultation and most importantly (d) that events of Tuesday 4th April have been in some form of process by SCC since 2018 and as such SCC needs to respond to questions, not Love Walton.

Love Walton (Walton BID) reiterates it is upset about the loss of trees and the BID was always going to be part of the future of the High Street and input how implementation of suitable street furniture and greening go back into the High Street.  To-date we can confirm  we have not seen any further plans from Surrey County Council, only the drawings of the scheme of works to the High Street.

Just one of the ideas we have to put forward would be ‘the Friendly Bench’ when appropriate, which brings seating and greening together.

Walton BID first Annual Meeting

BID MEMBERS MEET FOR FIRST TIME SINCE CREATION

The first annual meeting was hosted by The Walton Village – 14 June ’22

With over 20 businesses joining the BID Manager, Board Representatives and local Councillors, the meeting lasted just over an hour with refreshments, a presentation followed by question and answers and networking.

There were several new retailers from the High Street in attendance and great feedback from other regulars.

Topics of discussion included: actions to link with Landlords, how the BID Manager can be a tour/ambassador for those businesses / agents viewing Walton properties, engagement with The Heart and its management organisation, more frequent and detailed communication with members by either, or both, website and email.

Walton celebrates the Platinum Jubilee

Families came out to celebrate the Queen’s Platinum Jubilee on Saturday 4th June to enjoy free activities, entertainment and fun fair rides and refreshments as Walton’s Jubilee Jamboree. We were delighted to welcome The Mayor – Councillor Simon Waugh and the Rt. Hon Dominic Raab MP amongst the attendees.

The Jubilee Jamboree was the first major town event in Walton for 2022. Organised by the Walton Business Improvement District (BID), with the support of volunteers from WoTTA assisting on the day.

The High Street event was a family fun day with free face-painting, balloon modelling, street games, provided by Elmbridge Borough Council Shout!, and entertainment from a crystal ball trickster a fabulous four-piece Mardi Gras Jazz Band and circus workshops by Marjin Circus Duo!

With fun fair rides and refreshments from The Walton Village and other High Street traders the sun finally shone and the atmosphere was just fabulous.  It was great to see the Platinum Jubilee celebrated in style, bringing the community out and enjoying the town centre.

Esquires Coffee is launching In Walton

Ethical community coffee brand Esquires Coffee is launching a brand new store in Walton High Street on 27th May 2022. Located on the high street opposite Ashley Primary School, on the corner of Winchester Road, the brand new coffee shop provides a great place to relax, unwind and catch up with friends.

Providing a great range of Fair-trade and organic coffee and loose-leaf teas, the expansive drinks menu also includes warming hot chocolate complete with cream and marshmallows, and a healthy range of freshly-made, cold-press juices and smoothies.

With a wide-ranging and delicious brunch menu, the new café also offers a variety of delicious, seasonal food offerings, from smashed avocado with chilli, lemon, rocket & tomato to deli sandwiches and freshly baked pastries.
